ORDER NO. E4-210 /2010 DATED: 13.07.2010

As per the Order read (4) above it has been decided to fill all the existing vacancies of all the categories of posts namely Special Grade Secretary, Junior Superintendent, Secretary Grama Panchayat, Head Clerk, Accountant and U.D.Clerks except Senior Superintendent in provisional promotions invoking the provision under Rule 31 (a) (i) of Kerala Subordinate Service Rules 1958 taking into account of the uncertain situations resulted in the occurrence of a large number of vacancies of various posts in this Department and the emergent situations emerged out of it to fill up the vacancies in Public interest. Therefore the following promotions are issued subject to the finalisation of Seniority/Gradation list published as per Order No:E8-28/2010 dated:09.04.2010 of Director of Panchayats in obedience to the Direction of the Hon.Supreme Court in Civil Appeal No:595/03, 596/03, 597/03, 598/03 and Govt. letter No:74233/EPB1/09/LSGD dated:28.12.2009.

The following L.D.Clerks noted in Col.No.I are provisionally promoted to the cadre of U.D.Clerks as per Rule 31(a)(1) of KS & SSR 1958 in the Scale of Pay Rs.6680-10790 and allotted to the Districts noted in column No.II with immediate effect. The U.D.Clerks so promoted should exercise before the Head of Office concerned within one month as provided in para 49 of G.O(P)145/2006/Fin dated 25.03.2006. The Deputy Director of Panchayats are directed to give them suitable postings against the resultant vacancies without fail.

. All the above provisional promotions ordered now are subject to the result of the WP(C) No:13396/2010 (Y), WP(C) 13395/2010 (Y), WP(C)15034/2010 (D), WP(C) 14057/2010 (F), WP(C) 13995/2010 and WP(C) 15034/2010 (D) pending before the Hon’ble High Court of Kerala.

All the above postings ordered now are also subject to review as per subject to G.O.(Ms) No. 105/2007/LSGD dated: 04.04.2007.

The Head of office concerned will relieve the incumbents only after getting posting order from the concerned Deputy Director of Panchayats.

This order will be available in the Website of Local Self Government Department (www.lsg.kerala.gov.in) and the promotees/Head of office are free to use the downloaded copy for all purposes.
